I own the the different sizes of these Luis Conte drums and use them across different musical styles. I appreciate the design which I think is classic and clean.
They have a rubber-ringed bottom which stops them slipping around and the construction is overall pretty solid.
The skins are reasonably thick which means they have a clear fundamental tone, and hardly any overtones.
My quinto cannot tune up any higher than the conga can (up to C). The difference is therefore is a more manageably-sized drum and one with a little less sustain.
Overall, its a really nice drum and at this price it's probably as good as you are going to get anywhere.
Also, remember that that the lugs are moving parts and you need to oil them now and again - if you don't, they will strip.
